The same water problems, two states
A puddle in a low spot, a lawn that stays soft, a downspout that empties too close to the house — those are yard problems, not state problems. Standing water after rain and yard stays wet for days still describe what you are seeing.
What we will not do is imply that Illinois and Wisconsin treat outlets, storm connections, or approvals identically. If a drain needs a legal place to empty, that is verified for that side of the line.
Standing water, wet ground, and roof runoff
Surface water wants a path or a grate. Saturated soil wants a below-ground route. Roof water wants to be carried away from the wall. Yard drainage sequences those. Downspout drainage is the roof piece.
Selecting an appropriate drainage path means matching the collector to the water, then confirming the outlet will not recreate the wet spot a few yards away — on your lot or toward a neighbor.
How we talk about the line without inventing rules
South Beloit sits on the Illinois side of the Winnebago County / Rock County border area. Beloit is the Wisconsin neighbor. The combined page exists because the territory grouping is combined. It is not a claim that one design packet covers both cities automatically.
